| EU PPWR Fully Takes Effect, Pharma Vial & Closure Suppliers Rush Recyclable Redesign

Category:Exhibition News Published on:2023-07-19 Hits:73

Source: Packaging Insights, Aug 25, 2026 The EU’s landmark Packaging and Packaging Waste Regulation (PPWR) officially entered full enforcement across all 27 EU member states on August 12, 2026, imposing non-negotiable sustainability rules on all primary pharmaceutical packaging, including neutral borosilicate vials, halobutyl rubber stoppers, and aluminum plastic flip-off caps.

Unlike previous temporary exemptions, this regulation cancels grace periods for imported Asian pharmaceutical packaging shipments. Every batch must pass heavy metal migration testing, adopt simplified single-material recyclable structures, and attach standardized digital traceability labels before customs clearance. While injectable inner packaging gains minor flexibility for drug safety reasons, complete vial-sealing kits for lyophilized drugs and vaccines fall under full regulatory supervision.

Major Chinese integrated suppliers that export complete vial-stopper-cap sets to Eastern and Southern Europe have accelerated material reformulation and compliance documentation upgrades since Q2 2026. Industry analysts point out that manufacturers holding ISO15378, GMP and full recyclability test reports will capture larger EU market share within two years. Small factories relying on low-cost uncertified raw materials face high risks of cargo detention and customs fines, and will gradually be eliminated from European supply chains.
