| EU PPWR Fully Enforced on August 12, 2026, Creating Major Compliance Tests for Chinese Pharma Packaging Exporters

Published by NovaPharmaNews, Aug 14, 2026 The EU’s landmark Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) entered full mandatory application across all 27 EU member states starting August 12, 2026, imposing strict uniform standards on all pharmaceutical primary and secondary packaging imported into Europe, including neutral borosilicate glass vials, halobutyl rubber stoppers, aluminum-plastic flip-off caps and supporting cartons. The regulation cancels transitional stock exemptions previously granted to Asian suppliers, requiring all shipments to pass heavy metal limit testing, adopt standardized recyclable structures, and attach unified traceability labels before customs clearance. While injectable inner packaging gains minor flexible provisions for drug safety reasons, complete vial-sealing sets and lyophilization packaging are fully covered by the new rules. A large number of Chinese pharmaceutical packaging manufacturers, major suppliers of integrated vial-stopper-cap combinations to Southeast Europe and Eastern Europe, have accelerated material testing reports upgrading and product structure optimization in Q2 and Q3 2026. Many small and medium-sized foreign trade factories without complete ISO15378 certification face risks of cargo detention and customs fines. Industry analysts point out that enterprises with integrated production chains and full qualification documents will seize more EU market share in the next two years, while manufacturers relying on low-cost uncertified raw materials will gradually be eliminated from European supply chains.
